Haryana DA Calculator, Arrears and Rate List
Work out your dearness allowance at the current 60% rate or on any date, calculate DA arrears month by month, and check every Haryana DA revision since July 2016.
Dearness allowance is the biggest allowance on a Haryana government pay slip, and it changes every six months. This page does three jobs. It works out your DA on any basic pay, at the rate in force on any date. It works out the arrears when a hike is notified late. And it gives you the complete list of Haryana DA rates since July 2016, with the notification number of each order, so you can check an old pay slip or a bill against the official figure.

DA arrears calculator
When a DA order comes late, the months in between were paid at the old rate. Enter the months, your basic pay and the two rates, and this works out the difference month by month. If your basic changed during the period (usually the July increment), fill the second and third rows with the month from which the new basic applies.

Haryana DA rate list since 2016
Every revision on 7th Pay Commission pay is in this table, with the date from which the rate applies, the rise over the previous rate and the notification number as supplied to us. The first row is 2% because DA started again from zero when the 7th Pay Commission scale began on 1 January 2016.

The rate climbed by 58 percentage points in just under ten years: slowly in 2016 and 2017, in big steps of four to five points in 2019 to 2021, and by three to four points every six months since. The chart shows the same list on one scale.
For the three rows from 1 January 2020 to 1 January 2021 we were not given a separate order number, so none is shown. If you are working out arrears for that period, ask your DDO what was actually paid.
What is dearness allowance?
Dearness allowance is the part of your pay that protects it against rising prices. Basic pay sits in the pay matrix and does not change with the market, so the Government adds a percentage of basic pay as DA and revises that percentage as the cost of living goes up. In Haryana it is declared by the Finance Department (FR branch) for employees on the 7th Pay Commission scale, and the same rate is allowed as dearness relief to pensioners and family pensioners.
The idea is simple. If prices rise six per cent in a year and your basic stays the same, you are poorer. DA is the correction. When the Government says DA is 60 per cent, it means that for every Rs 100 of basic pay, you are paid Rs 60 more to keep your purchasing power where it was when the pay was fixed.
How the January and July revision works
The Labour Bureau publishes the All India Consumer Price Index for Industrial Workers (AICPI-IW) every month. The twelve-month average of that index decides how much DA should rise from 1 January and from 1 July. The Centre announces its increase first, usually in March and in September or October. Haryana then follows with its own notification, normally at the same rate, once the proposal has been approved at the top.
So two dates matter, and people often mix them up. The first is the date from which the rate applies, always 1 January or 1 July. The second is the date of the order, which is the day the Finance Department puts the decision on paper. Look at the table above: the 58% rate applies from 1 July 2025 but the order is dated 24 October 2025, nearly four months later. Salary for July to September 2025 was paid at 55%, and the difference came later as arrears.
DA, DR and the rest of your pay
- DA and DR. DA is for those in service. Dearness Relief is for pensioners and family pensioners at the same percentage, and it starts only from the date the pension is actually paid.
- Leave salary. It is paid with the DA that is admissible on the pay for the period of leave.
- Gratuity. For retirement and death gratuity, emoluments include DA at the rate on the date of retirement or death. A higher DA rate on your last day directly raises the gratuity.
- NPS. The 10 per cent employee contribution is on basic pay plus DA. When DA goes up, your monthly NPS deduction goes up with it, and so does the Government's matching share.
- Pension. Pension is on basic pay and does not include DA, but DR is paid on top of the pension.
- TA. Travelling allowance is fixed by grade under the TA Rules, not as a percentage of DA.
DA arrears explained
Arrears are worked out one month at a time. For each month in the period, take the DA you should have got at the new rate on that month's basic pay, subtract the DA you were actually paid, and add up the differences. If your basic changed during the period, for example on 1 July when your increment fell due, use the new basic from that month. A pay bill rounds the DA due and the DA paid separately for each month, so this calculator does the same, and its total should agree with your DDO's figure to the rupee.
Worked example. Basic pay Rs 56,100, DA paid at 55% for July, August and September 2025, new rate 58%. DA due each month is 56,100 x 58 / 100 = Rs 32,538. DA paid each month was 56,100 x 55 / 100 = Rs 30,855. The arrear is Rs 1,683 a month, or Rs 5,049 for the three months.
Arrears are normally drawn in the salary of the month after the order, or in a separate arrears bill. If you are under the National Pension System, ten per cent of the DA arrears is usually recovered as your NPS contribution and the Government adds its matching share, so the amount you see in hand is lower than the gross arrears. The calculator shows both. Tax on the arrears is a separate matter: they are taxed as salary, and relief under section 89(1) may be claimed if they fall in an earlier year.
Frequently asked questions
What is the current DA rate for Haryana government employees?
The latest rate in our list is 60% of basic pay from 1 January 2026, under Finance Department letter No. 04/03/2016-5FR/9105 dated 28.04.2026. It changes twice a year, so check the date against your latest circular before you rely on it.
How is dearness allowance calculated?
DA is a percentage of the pay on which it is drawn, usually basic pay (plus non-practising allowance for doctors who get it). Multiply the pay by the rate and divide by 100. A pay bill rounds the result to the nearest rupee. For basic pay of Rs 56,100 at 60%, DA is Rs 33,660.
When is DA revised, and why does it come late?
A revision is due twice a year, from 1 January and from 1 July, based on the rise in the All India Consumer Price Index for Industrial Workers. The Centre announces its rate first, and the Haryana Finance Department then issues its own order, often two to five months after the due date. That gap is why arrears arise.
What are DA arrears and how are they paid?
When the order comes after the date from which the rate applies, the months in between were paid at the old rate. The difference for each of those months is the arrear. It is usually drawn in one bill, a month or two after the order, and added to the salary of that month.
Is NPS deducted on DA arrears?
For employees under the National Pension System, the 10% employee contribution is worked out on basic pay plus DA, so the DDO normally recovers it on DA arrears too, and the Government puts in its matching share. Ask your DDO how your office handles it. The arrears calculator on this page shows the figure with and without that deduction.
What is the difference between DA and DR?
DA is paid to serving employees. Dearness Relief (DR) is the same idea for pensioners and family pensioners. The Haryana order usually declares both at the same rate, and DR starts only from the date the pension is actually being paid.
Is DA counted for leave salary, TA, gratuity and pension?
Leave salary is paid with the DA admissible on the pay. Gratuity (DCRG) is worked out on emoluments that include DA at the rate in force on the date of retirement or death. Pension itself is based on basic pay and does not include DA, but pensioners get DR on top. Travelling allowance is fixed by grade under the TA Rules and is not a percentage of DA.
Did DA ever merge into basic pay?
Each Pay Commission has folded the old DA into the new pay. Under the 7th Pay Commission structure that Haryana follows, DA started again from zero on 1 January 2016, which is why the list begins with 2% in July 2016. A new commission would reset the percentage again.
Why does my pay slip show a different DA amount?
Common reasons are DA drawn on a different pay (for example basic plus NPA), a basic that changed during the month, a rate your office has not applied yet, or rounding. Use the month-wise table in the DA calculator to compare against each month of your pay slips.
Where do these rates come from?
They are the rates as notified by the Haryana Finance Department, with the notification numbers as supplied to us. For the three rows from 1 January 2020 to 1 January 2021 no separate order number was supplied, so none is shown. If you are working out arrears for that period, confirm with your DDO what was actually payable.
Will DA go above 60% before the next pay commission?
DA has no ceiling in the orders. It keeps rising with the price index until a new pay commission folds it into basic pay and restarts it at zero. Nobody can say exactly when the next hike will be notified, so use the comparison box in the DA calculator to see what a rise of two or three points would add to your pay.
